Meeting Minutes

  • President Matt Meng called the meeting to order at 7:10 p.m. Present were directors Rob Brusca, Bob King, Richard Murphy and Ed Orlando. Secretary Eileen Aliani was also present.

    Matt thanked the East Norwich Fire Department for providing their facility for the evening's meeting

    Approval of the Minutes - Ed Orlando made a motion to accept the minutes of the July 30 meeting. Bob King seconded the motion. Passed.

    Treasurer's Report - In Treasurer Liane Guenther's absence, Matt advised there is $5,600.00 in the treasury.

    Ed Orlando made a motion to accept the slate as presented. Evelyn Fasulo seconded the motion. Passed.

    Proposed Re-Development of Gas Station and Old IHOP Property - Matt advised that Rte. 25A is a roadway rich in history. As the oldest road on Long Island, Northern Blvd. was made part of the L. I. Heritage Trail in 2006.

    Open Forum - Many concerns were presented by those present. The foremost being the hours of operation. No one spoke in favor of a 24/7 operation but there were many comments in opposition to those hours of operation.

    Environmental concerns ranged from the effects of the gas holding tanks on the soil and the water table to traffic. No soil samples have been taken from the recently demolished gas station.

    Matt advised that although a gas station is an "As of right" use of property, a gas station may not be built where the earth is unstable. The composition of the Northern BIvd. roadbed was an item brought up as a deterrent to a large pumping station as it wasn't built to support the weight of huge trucks/trailers.

    Additional traffic is a concern of all residents. However, residents south of 25A are particularly concerned about an increase in cut through traffic to avoid the traffic light. Although traffic

  • MINUTES OF EAST NORWICH CIVIC ASSOCIATION DIRECTORS' MEETING
    AUGUST 15, 2024

    An informal meeting was held at President Matt Meng's home at 7 p.m.. In addition to Matt, present were Secretary Eileen Aliani, Directors Rob Brusca and Ed Orlando. VP Sean Rainey and VP Joe Boorstein had excused absences.

    The purpose of this meeting was to discuss how to present to the Town Board, the community's reactions and objections to the proposed Re-Development of Gas Station and Old IHOP property on 25A by developers adding a 7-11 convenience store and 16 pumping stations.

    The plans were reviewed and discussed. The plans showed buffer zones, green areas, separate covered area for garbage. Depending on the areas of ingress and egress, a problem could worsen for residents south of 25A as cars could cut through to avoid the traffic light at 106 and 25A.

    The biggest concern for the group and the entire community is the hours of operation, 24/7.

    There is an ordinance that does not allow for 24-hour operation of a business east of Cedar Swamp Rd. A special permit will be needed for the proposal to go forward.

    Based on the character of East Norwich and its historical significance, it was the consensus of the group that The Civic should ask the Town to enforce this ordinance and not allow a permit for 24-hour operation.

  • EAST NORWICH CIVIC ASSOCIATION MEETING MINUTES

    JULY 30, 2024

    President Matt Meng called the meeting to order at 7 p.m. Present were Sean Rainey, 1" Vice President, Joe Boerenstein, 2nd Vice President, Eileen Aliani, Secretary, Directors Rob Brusca, Bob King, Rich Murphy and Ed Orlando.

    Matt expressed a special thank you to the East Norwich Fire Department for providing the facility for the evening's meeting.

    Approval of the minutes -The Minutes of the June 24, 2024 meeting were approved as presented. Ed Orlando made a motion to approve; Bob King seconded the motion. Passed.

    Treasurer's Report - Liane Guenther - In Liane's excused absence, Matt advised there is $5,000.00 in the treasury and there are 120 Civic members.

    Matt advised the Election of Officers and Directors will be held at the next monthly meeting.

    Matt introduced the guest speaker, Timothy R. Zike, TOB Deputy Commissioner of Planning and Development, who gave an overview of the process followed to complete the proposed 16 fueling stations and

    7-11 convenience store on Rte. 25A west of Rte. 106.

    Once the application is filed, it goes to the Dept. of Planning & Development. The site design and use are reviewed. The environmental impact, traffic patterns, water, sewer, electricity, off street parking all have to be considered. The NYS DOT reviews proposed traffic patterns, the ingress and egress plan. After these reviews, Planning and Development sends the application to the Town Attorney. Public notice is made and a hearing before the Town Board is announced.

    Mr. Zike advised that all preliminary permit approvals from various governmental entities have been received by the Town and therefore the Town is moving the matter to the Town Zoning Board for consideration.. The goal is to make as minimal an impact as possible.

    The group was advised that this is an "as of right site, a business district. Technically a large business office building or large restaurant could go up without any special use permit.

    There were many questions and comments about the plans. Mr. Zike answered them all. The biggest concern about this proposed project is the hours of operation, 24 hours a day, 7 days a week. Community members who reside south of 25A expressed concerns about the location of the egress cut because of the unruly traffic always cutting through the local streets to avoid the traffic lights at the corner of 25A and Rte 106.

    Mr. Zike suggested writing to our representatives on the Town Board with our concerns and comments. He also recommended we go to the Town Board meeting when this application will be heard.

    The meeting adjourned at 8:50 p.m. Ed Orlando made the adjourning motion. Bob King seconded the motion.

  • President Matt Meng called the mecting to order at 7:05 p.m. Officers present were Sean Rainey, Vice President and Eileen Aliani, Secretary. Directors present were Rob Brusca, Bob King, Richard Murphy and Ed Orlando. There were approximately 100 East Norwich residents present. Applications for membership were available.

    The meeting was called to present the Community with information about the proposed redevelopment of the gas station and old IHOP property on Rie. 25A west of Rte 106. Guest speakers were Kris Torkan of the Villadom Corp., Attomey Judy Lynn Simonsie, Partner in the Forchelli Law Firm and Engineer Zack Chaplin from Stonefield Engineering.

    The proposal is to construct a 7 Eleven convenience store and sixteen fueling positions on the 58,629 sq. ft. property, which will be open 24 hours a day, seven days a week. The developer, Kris Torkan explained there would be a buffer of evergreen trees, 27,000 square feet of green space. The lights would be shielded to prevent light pollution for the area behind the property. All activity would be in the front area.

    There would be a separate enclosed area for waste disposal. Possible ingress and egress locations were presented Attenders were told that the developer has a 48-year lease with 20 of those years leased to

    Mr. Torkan said that an environmental study had been done and this proposal is not overdevelopment of the property. The timeline to complete this project is eight to twelve months after approval is granted by the Town.

    Residents present expressed serious concem over the hours of operation. The consensus was the hours of operation would lead to changes in the character of our community. Teens could buy beer and then go to the Muttontown Preserve to hang out, destroying property. Having round the clock drive-through service could bring unsavory characters who would roam the community.

    One comment was "East Norwich shuts down at 10 p.m."

    The location of the exit was also questioned. Residents on the south side of Rte. 25 A were concerned about the exit possibly affecting Muttontown Lane. There is a serious problem of cars cutting through to avoid the light at the intersection of Rte. 106. Most of the cars ignore stop signs and the speed limit on the streets in that area.

    There was also a concern "If not this, what?" There is an "As of right development" on the property, which means that there is no special use permit needed for this project but there is for the hours of operation in this case.

    There will be hearings scheduled by the Town to get community input on the project.

    Next Civic meeting date to be announced at a later date. The meeting adjourned at 9:30 p.m. Motion by Eileen Aliani, Second by Ed Orlando.
